Job Summary
Lead and oversee the treasury and budgeting functions to ensure optimal liquidity management, accurate forecasting, and efficient allocation of financial resources. This role safeguards the company’s financial health through proactive cash flow management, foreign exchange and investment oversight, robust budgeting processes, and process improvements aligned with corporate objectives.
Job Description
Budgeting & Forecasting
- Lead the corporate budgeting process by guiding the establishment of guidelines, approving templates, directing kick-off and socialisation sessions, reviewing and consolidating departmental submissions, and steering the final approval process to ensure alignment with corporate strategy and departmental goals.
- Develop and maintain rolling financial forecasts by analyzing the actual vs budget use, identifying key variances, and updating assumptions based on market trends, business performance, and operational changes, to support strategic decision-making and ensure financial targets are met.
- Support resource allocation by providing financial insights that guide spending and capital decisions to ensure alignment with business priorities and operational goals.
Treasury & Cash Flow Management
- Lead enterprise-wide liquidity management by overseeing cash flow forecasting, managing multi-entity cash positioning, pooling, and daily bank balances and reviewing assumptions and scenarios to align funding needs, optimize liquidity, and reduce risks.
- Oversee all banking and treasury activities, including credit facilities, short-term investments, and loan agreements, by monitoring usage, maturities, and covenant compliance, while managing renewals and investing surplus funds to safeguard liquidity and optimize returns.
- Oversee foreign exchange and currency risk management by monitoring positions, forecasting currency needs, and FX transactions execution, while reporting gains, losses, and exposures to support informed decisions and effective risk mitigation.
Payment Processing
- Oversee the overall payment process by establishing controls, reviewing batch proposals, and ensuring timely execution of approved payments, in compliance with policies and workflows across all entities.
- Oversee corporate credit card activities by evaluating proposals, coordinating issuance and cancellations, monitoring transactions, and resolving issues to ensure effective, responsible use within risk limits and operational requirements.
- Oversee intercompany transactions and reconciliations to ensure liquidity, efficiently manage internal cash resources, and support uninterrupted operations across entities.
Financial Health and Benchmarking
- Evaluate the company’s financial health by assessing historical trends, cashflow, and working capital and monitoring the external economic conditions to proactively provide inputs on financial strategies formulation.
Financial Investment Evaluation
- Lead and oversee the feasibility study of proposed investment projects from financial perspective (involving financial modelling, business cases, risk and sensitivity analysis, etc.) to assess potential business impacts and guide strategic and operational decision-making.
- Monitor the spending and financial progress of the approved investment projects, including providing project re-forecasting and financial performance reporting.
Risk & Compliance
- Enforce treasury policies and governance frameworks to safeguard assets, ensure regulatory compliance, and strengthen internal controls, while maintaining up-to-date documentation and audit readiness
- Oversee cash, FX, investment, and risk exposure limits, ensuring alignment with corporate policies, regulatory requirements, and strategic liquidity objectives (including monitoring of inflows, outflows, and tax-related obligations).
Process Improvement & Strategic Support
- Enforce the comprehensive assessment and mapping of treasury and budgeting workflows to identify improvement opportunities, while simultaneously supporting the design, implementation, and standardization of process enhancements and digitalization initiatives.
Kualifikasi
- Minimum Bachelor's degree in Finance, Accounting, Economics, or related fields. Master's degree preferred
- Minimum 8 years of experience in treasury, cash management and budgeting, with minimum 3 years in managerial role
- Certification or skills in CFA, CTP, or equivalent preferred
- Proficient in payment process, cash & bank management, budgeting and forecasting, financial modelling (NPV, IRR, payback), foreign exchange and risk management
- Proficiency in English
